Updates the Lightrec plugin dependency to latest changes until git https://github.com/pcercuei/lightrec/commit/8d3db1a4e76c7b81301013f18650011b7e5eabf3.

Also adds a change from upstream PCSX-ReARMed made by pcercuei for drop lightrec_plugin_clear_block_caches() and the Lightrec internals code, since the Lightrec dep itself can now handle it inside lightrec_set_cycles_per_opcode().
