users would appreciate the ability to disable the flashing menubar icon.

This is fixed for 1.3.2 as of 321a64fc40e7 in the dev repo. While it won't have 
a UI checkbox till 1.4.  Users can set GrowlMenuPulseEnabled to NO/false in 
com.Growl.GrowlHelperApp.plist. 
Also added an additional check against rollup enabled in the pulse system, if 
the user disables the rollup with stuff in it, the pulse will stop at the end 
of its next cycle.
