Update dependencies and migrate CI/CD #252

WARNING: this PR needs to be reviewed carefully as it changes dependencies that are crucial for the opera orchestrator and also updates the CI/CD which is important for testing and new releases.

Here, we do the following things:

update Ansible executor for ansible-core migration
replace ansible dependency with ansible-core
remove Pipfile and Makefile
update dev.sh and test requirements
update TOSCA entity class for pylint
migrate CI/CD from CircleCI to GitHub Actions

@alexmaslenn thanks for review, CircleCI checks are now disabled and replaced with GH Actions everywhere.
