pa cannot tell where a directory comes from when quoted #1

On my system, pa lists a directory without telling if it is a machine or user setting:

[...] -- 64) c:\Program Files\NetBeans 7.3\java\maven\bin\ [...]

Actually the directory is in my user path surrounded by double quotes.

It is a combination of the surrounding double quotes and the path separator ending your path.
