Run Antwerp example in cmd

Adapt the existing scripts to run for the Antwerp option 1 example in the latest environment.

• [x] Fix any errors that occur in relation to the environment
• [x] create a nowcast runner that run in nowcast mode
• [x] create a cmd run script
