convert the dflowfm model into vector files that can be used to create graph from, use hydromt-delft3dfm.

Refinement:

[x] test functions io.read_dflowfm: use hydromt_delft3dfm --> get branches, crossection, manholes, any structures (pumps + weirs)
[ ] organize the codes into workflows.io

for now manholes cannot be read back correctly by hydrolib-core. temporary fixed in hydromt_delft3dfm https://github.com/Deltares/hydromt_delft3dfm/tree/santacruz
