Make a fews runner

Modify the current runnner to a fews runner:

• [x] preadaptor that convert input netcdf file into csv files, which is used as model input --> from meteo stations (instead of grid) to meteo stations
• [x] unit convertions --> from mm to mm/hour
• [x] pre adaptor that reads the runinfo.xml file from fews --> read directly from cmd argument
• [x] post adaptor that writes output csv files into netcdf file, which is read by fews
• [x] post adaptor also writes unstructured grid for grid definition, making #2 no longer valid.
