same file of merged hyphenator doesn't work on one forum, while perfectly working on other one

What steps will reproduce the problem?

Version used: 3.3.0
Where it works: http://mesferislabs.rolka.su/viewtopic.php?id=37#p249
Where is doesn't: http://fergar.f-rpg.ru/viewtopic.php?id=13#p39

Language is russian. Loaded file:
<script type="text/javascript" 
src="http://mesferislabs.rolka.su/files/0011/17/07/19834.js"></script> in 
element with id html-header.

What is the expected output? What do you see instead?
I expect to see hyphenated text. While working on one forum, it doesn't 
hyphenate text in the other.

What version of the product are you using? On what operating system?
Windows 7, Chrome version 30.0.1599.101 m.

Nevermind, had to delete cookies. I don't know how cookies can affect 
hyphenator, though.

It's not the cookies, it's local storage (that was cleaned along with the 
cookies)
