Stop seeding at ratio does not work for torrents when adding as paused #254

I have only tested this on Deluge on Ubuntu, but with several libtorrent, 
Deluge and Ubuntu version.

What steps will reproduce the problem?
1. Set "Add torrents as paused" on yes and set a max ratio in the options
2. Download a torrent and upload it somewhere
3. Seed the torrent - do not change the max ratio manually, it will stop as 
told then

What is the expected output? What do you see instead?
It should stop at the set ratio, but it simply doesn't and keeps on seeding

What version of the product are you using? On what operating system?
I've seen this with libtorrent 0.14.10 upwards, deluge 1.3.1 upwards, ubuntu 
8.04 and 10.04.

Please provide any additional information below.
I had a post about this on the mailing list, but said "share ratio limit" 
instead of "stop seeding at ratio", since i translated it wrongly from german 
and I hadn't found out how exactly the bug is reproducable, sorry.

There is no "stop seeding at ratio" feature in libtorrent. It sounds like a 
deluge feature.

whre I was told the following: "If you're looking to have a torrent removed or 
paused when a certain share
ratio is reached, then you need to use the "Stop seeding when ratio reaches"
option.", so I thought I just phrased it wrongly.

I first reported this to the deluge-team, where I was told it is related to 
libtorrent, so I should report it here.
