[ENH] Local Database Refactoring, Indexing. #8

Issue:

Need database refactoring and indexing to enable better local database management and more efficient event searching.

Proposed solution:

Add database refactoring and indexing functions to gracedb_public.dynamic [?].

(NOTE: only core localDB functions should be in Local Config.)
