QSPI HIL unit test #1

The QSPI HIL module has no unit tests.

The QSPI IO library is going to be re-written making unit tests for the current HIL module no longer necessary.

Leaving this issue open in case the re-write status changes.

The qspi_io library will be replaced by one distributed with the June 2022 XTC Tools release.
