Merge release staging v3.3.0 into main #91

I have moved all submodules back to their most recent tagged releases compared with the recent develop PR:

All other submodules (xmos_cmake_toolchain and lib_mic_array) were already at the most recent tagged release under develop in this repo.

I think I have done this all correctly but would appreciate a thorough review.
