Missing unit tests in IC #352

While working on https://github.com/xmos/fwk_voice/issues/348, I found some bugs in IC that I fixed as part of https://github.com/xmos/fwk_voice/pull/347. The 2 functions which had issues, ic_reset_filter() and ic_mu_control_system() don't have unit tests.

[ ] Design a suitable unit tests for ic_reset_filter() and ic_mu_control_system().
