Moves apps from sw_usb_audio Adds cmake xcommon Initial tests and build under Jenkins Bumps xua to v4.0.0

Still some clean up etc to do, but looks solid.

Totally - this is just the monster initial commit. Lots of things to do like copyright, lib checks, xcommon working, docs etc. but they can now come in smaller and more reviewable chunks
