Add basic hardware streaming test

• Added submodule for new hardware_test_tools repo, reusing the Python test automation code that was in sw_usb_audio.
• Added a hardware streaming test which loads the playBasic_3thread AWB, streams some sine waves for 30s and checks this output on the audio analyzer harness
• Test is run by the Jenkins job on the MacOS ARM agent
