Part of LSM-79 Fixes get-pip.py compatibility issue with Python 3.7

Minimal set of required changes applied. Move to Python 3.12 hindered by its incompatibility with internal macOS test agents, but dependence of xdoc on these agents. Further ticket raised to handle migrating this repository to xmosdoc and reattempting Python 3.12 update.
