[URGENT] Add make files so that lib_locks can be used within the tools. #6

Its required as it is a dependancy of lib_quad_spi.

Not sure who the owner is but if one of you can take a quick look and accept/reject that would be great. Currently blocking the tools master and 14.4 builders.
