added reduced frequency testing to tx tests to simulate busy threads #69

runs the tx tests at both the standard system frequency and at a reduced frequency to simulate busy threads (300MHz for xs2 and 375MHs for xs3) Jenkins run limited to the added tests passes and adds an extra 8min of testing
