Apply skipDefaultCheckout() to the whole Jenkins pipeline #58

Fixes #51 - the intermittent Jenkins failure seen on lib_spi_develop.

There's a description on the issue explaining what was happening to cause this failure.

This small change caused other failures in the Jenkins pipeline, so I need to do some larger restructuring of the Jenkinsfile. I'll switch this pull request back to 'draft' until I have something that's ready.

In the end I made quite large changes to the Jenkinsfile:

remove TOOLS_VERSION parameter and just use the tools in the sandbox
delete local reset_xtags.py and use xtagctl instead - which I notice Brennan had put in pull request #49 :)
skipDefaultCheckout() applies to the whole pipeline now
gets the whole view for the xcore.ai test stage

I've tested this on Jenkins and confirmed that it correctly cleans up at the end so we won't hit the intermittent failure that started all of this.
