Bump CI use of fwk_core version #96

2.4.0 is not released yet, so the version bump is not necessary. I am still not sure if we need to list these kind of changes in the changelog, I find them confusing for someone not aware of the internal XMOS testing.

Good spot on the 2.4.1 - I released it quite recently so forgot about 2.4.0 not being released.

I think a user would like to know about changes to the version of submodules it was tested against? I am happy to defer to @mbanth if we need a policy decision on this.
