Update top-level readme. #340

The new file can be reviewed here.

I have fixed some copyright notices in this PR.

I also noticed there's no requirements (XMOS tools, Ninja etc.), if you're already in the README might be worth copying them from 3800?

all the requirements should be listed in the readme files of the examples, I will double check.

The pre-requisites were missing on two examples, I added them.
