XN can now reference TQ128 package "XS3-UnA-1024-TQ128" #117

Board has TQ128 package.

With Tools 15.1.4, I get the following error if I make this change in the XN file: Error: XN11099 Package type "XS3-UnA-1024-TQ128" cannot be resolved to a package file.

It's fine with 15.2.1, so we will have to defer this change until we upgrade our minimum tools version.
