Adds adec and adec + alt arch audio pipelines for STLP. Closes #389
Audio pipeline performance has not be qualified at this time.
Notes:
Default STLP application builds for XK_VOICE_L71 and uses the fixed delay pipeline only
Developer STLP app targets are created targetting XCORE-AI-EXPLORER and use fixed delay, adec, and adec alt arch pipelines.
Other:
Updates existing reference app builds in CI test with proper board target. Adds new stlp configs.
