Limit GPU usage #156

I'm experimenting with CUDA mining with a new nVidia Quadro RTX A2000, getting around 1 KH/s using all the rated 70W power, 50% fan, and around 70° C. Being a professional card should have no problem in sustaining that load for hours, but just to be on the safe side I would like to limit to around 60W of power. Can something be done with the config.json or should I resort to GPU tweaking programs such MSI Afterburner?

Powerlimit is set via NvidiaInspector
