You didn't mention how much memory you have on your 1080 but I'm assuming that it's got 8 GB. I would try 28 threads/120 blocks or 26/140 for starters, or maybe 28/140. Please try those and comment how it went.

Ok. It seems kinda strange that you don't get more hashes with 2560 cores and 8 gigs of memory. I have two GTX 750's (no TI), one with 1 gig and other with 2 gigs and and my highest hashrate is 541 h/s.

Oh yeah, if you have Cpuid's HWMonitor installed I'd like to know what values does it show as GPU, bus interface and memory utilization?
My config is Asus Strix Gtx 1080 OC on windows 10 64 bits Use Xmrig Nvidia 2.5.0 with Thread 28 (max 28, 30 is crash) block 60 GPU clock +130 (no significative change when i change 50/100 or 130) Memory Clock +950 (change 533 to 593 h/s when i put +950) power target 90%, Temp is 37 C.
I tried minergate 7.2 and a have similar result.
If you can help me to pass to 650-700 i will apreciate. Thank you
