Create a test for android + iOS TLS on Dev network in libxmtp #1283

This would reduce churn for updating dependencies. Maybe a very short android/ios example app just to do a single TLS query. The point here is to load the Android/IOS TLS certificates, since the TLS test will pass on macOS with native-certs but may not pass in a pure android or ios environment.

Just wanted to note that the TLS errors only happen on Dev and Production not local.
