Add content for XIP-43: Consent Proofs (Broadcast with lightweight subscribe button) #724

Once XIP-43 goes into production, the Broadcast topic on the website needs to be updated to support the subscribe-button approach to broadcast, while still exposing the more heavyweight option and illustrating trade-offs.
