Implement dark mode and scroll to top toggles on scroll #83

Describe the bug When scrolled, the scroll to top and dark mode buttons should appear anchored to the bottom right of the page. Currently, the dark mode toggle appears at the top navigation, which should be removed.

To Reproduce —

Expected behavior When scrolled, the scroll to top and dark mode buttons should appear anchored to the bottom right of the page.

Can we get the "scroll to top" button to appear when scrolled past 800 pixels?
