Add content type primitives package #70

Summary

This PR creates a new package that exports the building blocks for custom content types. This new package will remove the dependency on @xmtp/xmtp-js when creating new content types.

First publish

The first version of this package will be published manually. Once published, a new granular NPM token will be created and added to this repo for future publishing.
