Convert to turbo repo, update tooling #8

This PR overhauls this repository and sets it up as a monorepo powered by Turborepo.

It also...

replaces NPM package manager with Yarn v3
replaces Jest with Vitest for faster, easier testing
replaces tsc with tsup for faster, leaner builds
adds an expanded ESLint config (and fixes lint issues)
adds Code of Conduct document
adds a root README with instructions on how to use the repository
adds workspace VSCode settings and recommended extensions
adds Changesets to manage the release of content type packages
