This is a Blizzard bug (Cata Classic is a steaming pile of bugs, it's disgraceful).

There's no workaround and nothing I can do until they fix it. Sorry.

I see that the spell is not in the spellbook either.

I assume by now Blizzard have fixed this bug. I'm not sure I have any way to check though.
