The exception stops a Xoops Engine Alpha 2 after installation. Reported by marco, tatane, etc.

During installation of Xoops Engine Alpha 2, configuration files are copied from .ini.php.dist files to .ini.php files. The new .ini.php files might loose readable permissions. The solution would be to grant every .ini.php files in /var/etc/ with readable permission.
