[BUG]: GUI theme localstorage - templates site-closed + redirect #249

Description of the bug

Templates site-closed and redirect cannot render the theme from localstorage because theme switcher was merged into plugins.js

Steps To Reproduce

  1. Access closed-site
  2. Submit any form with a redirection message
