adds forgetting capabilities to time dependent bayesian optimization to improve scaling during long-term feedback-style applications
solves bug using time dependent optimization with constraints
improves time dependent optimization example

All imports should be at the top of the file now, even for notebooks. This will have to be resolved with main.
