Scroll Lock is sometimes ignored on init! #522

As soon as the first event arrives to the event loop, the locking takes effect, but not before that!

I couldn't consistently reproduce it though! It seems to come in waves: sometimes it misbehaves for a while, and then does the other thing, also for a while... :-o (Most likely a missing init!)
