We might consider moving the docs over to the NSLS-II-XPD and NSLS-II-PDF orgs.

[] change how documentation is deployed (so it is built and deployed at the relevant org [] break out documentation into generic and beamline specific [] build infrastructure that can automate this deployment.

My feeling is we can do this for 2019Cycle1 target which is when this will really start to be an issue.
