Track I(Q/tth) peak positions #25

It would be good to track the peak positions within a scan (tramp, tseries, etc). This will require:

I would like this to be worked on in the context of general QOI behavior in pipelines. Let's get it going in PDFitc first, then it is an easy port back to XPD.

Putting this to back-burner for now, but please know that we are working hard on this on the analysis side and it will be ported back to XPD when it is ready

I think the major issue here is figuring out what to do when new peaks are created or existing peaks are destroyed.

Plan, use tight windows on peak positions to restrict the pattern to one peak then use scipy to find peak position and width, if none exists report 0.
