BLD: release on pypi #91

Hi, @CJ-Wright @sbillinge . I would like to release the xpdtools on the pypi. Is it OK? One of my packages uses the xpdtools but when I would like to release it on pypi, I found that there is no xpdtools package on pypi.

Personally I'd upload the other project onto conda-forge since most of the code is already there (including xpdtools). But if you want to upload this to pypi make certain that all the other deps are up.

Thank you for the advice. Maybe I will consider uploading my package to the conda instead.
