Add a dependabot configuration #105

This does automated version updates on go, docker and github actions ecosystem.

Thanks for the contribution and sorry for the delay. Happy new year! :tada:

In an impulse I think I would prefer to stick to the current "update once before a release" schedule of doing updates of Go, dependencies, etc.

The reason for this is that I don't like the clutter in notifications, PRs and commits the automatic updates introduce to a low-traffic project like this. I will give it another thought over the next days though, just letting you know my current thoughts already.

Coming back to this ... It took me a while to take a second look at this, but I think I'll stick to the manual updating routine for now. I might reevaluate this in the future though, thanks for the idea. :bulb:
