Update version number in step libraries #621

This is a partial fix for the library version issue.

I'm not marking it to automatically close the issue because I think there are additional issues in the 3.0-grammar repository that need to be considered.

I updated the 3.0-grammar repository yesterday and now I've patched the build to download and use the 3.1 versions
