in-scope-names still present? #631

I discovered that a file for a step called in-scope-names is still in the sources for 3.0 and 3.1. It is however not in the 3.0/3.1 step standard steps.

Not urgent at all, but can this description be deleted?

Yes. Must have been an idea we abandoned.
