Aren't these tests backward?

The tests say, correctly, that the properties on the step take precedence over the properties on the document.

But then the properties on the step are the incorrect ones.

Or am I misunderstanding something?

You know, I read the relevant part of the validate-with-dtd specification and armed with a preconceived notion of what it would say, I read it wrong. :-(
