Fin du cutround, inter-manche : le plugin n'attend pas les spectateurs #125

A la fin du cutround (quand les strats sont désactivés), et après que l'on 
soit swap à la fin d'une manche, le plugin fait ses 3 restarts même s'il n'y 
a personne dans l'un des camps T ou CT.

Peut-être qu'une fois le décompte fini le plugin pourrait attendre qu'il y 
ait au moins un joueur dans les deux camps ?
