CSSMatch2 : MatchManager n'a pas besoin d'annoncer l' arbitre lanceur/stoppeur du match #47

Car le code est différent suivant que l'arbitre est connu (menu) ou non
(rcon). Le paramètre optionnel des méthodes MatchManager::start et
MatchManager::stop pourrait donc être supprimé.

Du coup, si on ne s'occupe plus de l'arbitre MatchManager est silencieux en cas 
de
mauvaise utilisation. Que retourner, false/true ?
Est-ce que MatchManager ne devrait pas plutôt lancer des exceptions lors d'une
utilisation incorrecte ?

Sinon il faut retourner un nombre inventé de toute pièce dans getMatchState et
qu'aucun état n'est en cours.

Au final il est plus simple d'interdire un état initial valant NULL.
