Expose timeout service metrics #15

We need to find out if kafka-streams native metrics are good enough for us, if not, we should provide our own.

A Grafana board for Timeout Service should be produced as the result of this task.

I discussed the issue with Andrew, he said most of the stuff (e.g. JMX reporter for Prometheus) is already included in his infrastructure. He will let me know when I can use the test cluster to define the dashboard.
