Add feff6l, update tests, some refactoring #39

This is sort of a mix of things:

a) add Feff6l source code, because it has to live somewhere, and ifeffit is no longer the right place. b) update fundamental constants in the Feff8 code (but not Feff6). c) several small fixes tests to tests, using more modern larch (soon to be released 0.9.34). d) link to main target shared libraries "libfeff8lpath" and "libfeff8lpotph".

I'm going to merge this. It's not yet perfect, especially on Windows, but it's working for me on OSX.
