Deleting its own files when trying to log in. #215

What steps will reproduce the problem?
1. Run Procurement.exe
2. Login with SessionID

What is the expected output? What do you see instead?
I expect to log in, instead I get "[Error] Access to the path 
'POEApi.Infrastructure.dll' is denied."
I have tried extracting it to my PoE folder, C:\ and D:\, as well as loading it 
as an administrator.  All files are extracting properly, the program loads up 
fine, and then it errors when I try to log in.

What version of the product are you using? On what operating system?
Latest, Windows 7 SP1

Please provide any additional information below.
It is deleting the following files when it errors: 
ForumExportTemplate.txt
Procurement.exe.config
Settings.xml
System.Windows.Controls.Input.Toolkit.dll
WPFToolkit.dll.

Yeah, I've already checked all of that.  I read the FAQ and I already tried 
those things, as I noted in my report, and they changed nothing.  The program 
is still deleting its own files and preventing itself from running.

I've tried extracting it to C:\Procurement, C:\Procurement.1.2.1, 
D:\Procurement, D:\Games\Procurement.1.2.1.  I am logged in as the only 
administrator on this computer, I have tried running it as an administrator in 
all locations, and I have restarted multiple times and made sure .net was 
completely up to date (since the first time I ran it, it told me I needed to 
update it).  It's giving me the same error and deleting the same files in every 
instance.
