What version of Procurement are you using? 

1.6.0 (tried it with 1.6.1 too, same error)

On what operating system?

Windows 7

What steps will reproduce the problem?
1.Login
2.I opened my Sale Stash Tab
3. Error

What is the expected output? No error

What do you see instead? Error

This is due to errors in the settings/buyout files, and due to the buyouts file 
being missing. 

I would suggest extracting a new install to c:\Procurement, check that you can 
login.
