error when i open procurement #283

NB: First check the wiki and existing issues!
i did and didnt find a similar issue as far as i could see with a fix that 
worked.
What version of Procurement are you using? On what operating system?
1.6.1
What steps will reproduce the problem?
1.any time i try to start up procurement.  ive tried redownloading it a few 
times and it didnt work.
2.  any time i get open it i get an error that says "error checking for 
updates, details logged to DebugInfo.ini
3.this is what shows up in debug.ini

System.Reflection.TargetInvocationException: An exception occurred during the 
operation, making the result invalid.  Check InnerException for exception 
details. ---> System.Net.WebException: The request was canceled
   at System.Net.HttpWebRequest.EndGetResponse(IAsyncResult asyncResult)
   at System.Net.WebClient.GetWebResponse(WebRequest request, IAsyncResult result)
   at System.Net.WebClient.DownloadBitsResponseCallback(IAsyncResult result)

   at System.ComponentModel.AsyncCompletedEventArgs.RaiseExceptionIfNecessary()
   at Procurement.Utility.VersionChecker.client_DownloadStringCompleted(Object sender, DownloadStringCompletedEventArgs e)

What is the expected output? What do you see instead?

i would like for it to work.

i haied disableing all my firewalls and turning off my anti virus program but 
still no luck :(

The error is that Procurement is unable to hit the update url, which is:

Have you tried logging in after getting the error? Also try running as 
Administrator
