Curating missing country for sites #322

Added the functionality to approve nominatim suggestions as country for sites.

I fixed an existing bug that was stopping sites with a blank (as opposed to null) country code appearing in the curation interface. I also simplified the table and help text a bit.

Functions great though, thanks! I'll merge and deploy now so I can do a few on the train :)
